• Substance: The National Research Council of Thailand (NRCT), through the Institute
of Animals for Scientific Purposes Development (IAD), reaffirms the strategic
commitment of the Faculty of Pharmacy, Chulalongkorn University, in driving the
process to upgrade its Institutional Animal Care and Use Committee ( IACUC)
accreditation from "Very Good" to "Excellent Level"—the highest tier of domestic
certification. This initiative follows the success and Best Practice of the Chulalongkorn
University Laboratory Animal Center (CULAC), which was granted "Excellent Level"
accreditation in early 2026, establishing a solid foundation for ethical excellence
within the university.
• Results or benefits received: Attaining the "Excellent Level" standard is a crucial
factor in building confidence that pharmaceutical and medical research outcomes are
accurate, precise, and internationally competitive. Furthermore, it demonstrates
a steadfast resolve to strictly adhere to the Ethical Principles and Guidelines for
the Procedures on Animals for Scientific Purposes and the 3Rs (Replacement,
Reduction, and Refinement). This high-standard ethical oversight system serves as
a fundamental infrastructure that promotes the global recognition of Thailand’s
scientific advancements, particularly in developing high-quality innovative drugs,
vaccines, and biological products for the sustainable health of both humans and
animals.
Conclusion: Under the primary role of the NRCT as an Accreditation Body, the NRCT is
dedicated to providing continuous promotion and support to research institutes and
educational organizations in Thailand. Currently, the Faculty of Pharmacy, Chulalongkorn
University, is undergoing a development process to achieve "Excellent Level" accreditation
within the next 1–2 years. This advancement will significantly strengthen the country’s
Research Ecosystem, ensuring Thailand remains a leader in ethical procedures on animals
under the Animals for Scientific Purposes Act, B.E. 2558 (2015).
